Outline planning permission has been granted for 270 homes at Arden Heath Farm, Loxley Road, Stratford-upon-Avon for Gallagher Estates Ltd.
DTA prepared a comprehensive Transport Assessment to support the application which included modelling work within the Stratford S-Paramics Microsimulation Model to determine the impact of the development.
The proposals included a fully costed highway improvement scheme to signalise the Clopton Bridge/ Tiddington Road/ Banbury Road junction. This scheme was identified in principle by the local highway authority and DTA took on the scheme to design a deliverable and workable solution. The agreed scheme not only provides adequate mitigation for the development but also is predicted to release additional capacity as well as better managing traffic on approach to the significant visitor attraction of historical Stratford-upon-Avon. Throughout the process DTA worked with the local highway authority to agree the concepts and details of the scheme.
Notwithstanding the above, the application was refused at planning committee. Following the refusal, DTA continued to work with the local highway authority to address the outstanding points and agree the final scheme and delivery mechanism. This was covered in a comprehensive statement of common ground prior to the subsequent public inquiry.
DTA provided the highways and transport expert witness for the inquiry. In December 2015 the appeal was granted with the inspector’s decision confirming their agreement and support for the highway scheme as well as the local improvements for pedestrian and public transport accessibility local to the site.
