The location at Horne Lane in central Bedford was alongside the river and main road bridge to Bedford and the site was occupied by operational council office buildings plus a very popular open air public car park.
The intention of the project was to promote the demolition of the council building and closure of the public car park to be replaced by a seven-screen cinema, 100 bed hotel, 58 flats plus 3,500m2 for restaurants and small scale retail units.
In 2012, David Tucker Associates was approached to provide an impact appraisal covering loss of public parking to demonstrate that the new uses on the site could be accommodated by existing parking facilities within Bedford. DTA based their study on the arrival and departure patterns of potential cinema and hotel users and retail customers, together with residents’ movements. Data was also collected from Bedford Council to determine existing car park usage throughout the town.
David Tucker Associates also produced a transport impact study for the additional vehicles that the new site would expect, including the development of a pedestrian footbridge across the River Ouse. In addition, DTA also produced an overarching travel plan for the new site.
Consent for the development was granted in 2013. However, DTA was re-approached to ensure that land for a potential road bridge could be safeguarded.
